Chloe Lou (Payne) Looney, known to her family and friends as "Sis Chloe" and "Grandma Looney" passed away surrounded by her loved ones on Sunday, July 20, 2025, at Linwood Village Nursing Home in Cushing, Oklahoma at the age of 95.
Chloe was born July 2, 1930, in Neelyville, Missouri to Frank "Frankie" and Edna (Sullivan) Payne. On September 9, 1947, she was united in marriage to Herman Elgan Looney; they had two children, Clifton Looney and Darrell Looney. She also had five stepchildren, J.W. Looney, James Looney, Vera Looney Stevens, Frankie Looney Britton, and Laverne Looney Lane.
Chloe enjoyed being outdoors, fishing, hunting, and gardening, and being with her family and friends. She especially enjoyed her great grandkids. Chloe loved going to church and studying her bible. Chloe had a giving heart, taking care of others when needed. She was a very independent woman that lived a beautiful simple life.
She is preceded in death by her parents, Frank "Frankie" Payne and Edna Sullivan Payne; husband Herman Elgan Looney; son Clifton Looney; brothers Elice "Austin" Payne and George Payne; sisters Pauline Payne, Betty Johnson, and Joan Striebeck; daughter-in-law Vivian Lawanna Looney; and stepchildren J.W. Looney, James Looney, Vera Stevens, and Frankie Britton.
Chloe is survived by her son, Darrell Looney of Cushing; sister Stella Payne of Poplar Bluff, Missouri; stepdaughter Laverne Lane of Perkins, Oklahoma; grandkids Steven Looney and his wife Lori Looney of Luling, Louisiana, Krystal Ruddell and husband Jacob Ruddell of Cushing; great-grandkids Charles "Charlie" Looney, Brannon Watts, Andrew Watts, Loren Looney, and Roslyn "Rosi" Ruddell.
Arrangements have been entrusted to the care of Palmer Marler Funeral Home. A funeral service will begin at 10:00 a.m. on Friday, July 25, 2025, at Church of the First Born in Perkins, Oklahoma. Interment will follow in Osage Cemetery in Agra, Oklahoma.
